In 1952 Joel's parents moved to a mission at Fitzroy Crossing to work with Aboriginal people. Joel was born later that year in Derby. He grew up in Kimberley towns until he was sent south to complete his secondary education.
Joel first trained as a teacher and then, after completing further studies in art and education, he returned to Kununurra in the 1980's, working first as an arts consultant for the Education Department and then setting up the Waringarri Aboriginal Arts Centre.
Today he teaches art at a Perth secondary school which leaves him enough time to maintain his connection with the people and landscape of regional Australia.
